I have used Realistic Wter that comes from a bottle not the melting tablets.  The stuff from a bottle I would definately would NOT suggest it.  It remains tacky and over time I have noticed bubbles in the "rivers" that I made with it.

I was considering the realistic water from the bottle. I've never has issue with bubbles, but I do recall is being somewhat tacky. Perhaps that is not the way to go.
Glue is giving me acceptable results, but nothing spectacular. Some of the thicker areas remain milky. It's ok when colored, but not good. It may just be a matter of getting the technique right.
I'm also going to try clear styrene, with water effects to age the glass. Pure water effects will not spread in the way needed to gap the windows, and straight styrene would be too smooth and clear.

I know its cheating but how about using some clear coloured Lego window pieces?  will come in all sorts of sizes and colours and be cheap in a bits bundle, u can even buy individual pieces on buy-it-now option thru Ebay

You can then use a silver paint\pen to draw a pattern on them to make them look like stained glass.  Coloured sheets of thin plastic would work too but not sure where you'd get em

I've seen some great castle and towers made from lego, and I mean stunning stuff, so I don't doubt the legos at all. The windows are all cut however. I'm not sure exactly how I'm going to do them, but I won't put them in until I'm happy with the results.

As for where I am, alot of the foam work is done. All that is left for this part is butress's, the top of the bell tower, and maybe some add ons. I was just thinking I may make a small priests house to go along as well.

I know you mentioned a tight budget but I thought I'd drop this in for a retrofit at some stage, I've seen it work really well. Just design or "borrow" a window design and print it out on a transparency sheet, as I think Bungle mentioned, then use glass painting outliner to redraw the leading to get a relief effect. Okay, I'll butt out now :)

I've got the exterior fully sculpted. However, I'll be taking a break from this for a while. Reason being, it has about 24 windows, each of which is going to have to be fully glassed and colored, and the roof needs to be fully shingled. It's going to be a long running project, simply because there is so much left to tackle.

Yeah, it actually just got put on the back burner. I've been carving little detail bits for so long, that I started to feel like I wasn't really creating anything anymore. The worst part is, I still have tons of little details to go. Fortunately, I have a history of coming back to projects that I put on the back burner.

That is a good thing. I find it is the best thing to do when things get tedious. It makes for a much better finished piece if you make sure you really want to do it while you are fabricating it.

In 06, I put the tower on Nor Brethil on hold, and went on to build some other Brettonian stuff. I came back to it while taking a break from the town gates. Both are finished now.
Check out the cottage on the wip thread, I've built it in my "free time" while taking a break from the church.

Solved the window thing.
For those not keeping track, here is the story.
I'm using Grandt line gothic windows, and was looking for a way to make them stained glass.
What I came up with is to use modeling wire mesh, and fill the gaps with water effects. The key is a piece of celo tape, which helps to spread out the water effects. Once dry, the gaps in the wire are filled with the water effects, completely clear, with a bit of ripple. I'm using felt tip pens to color them.
As soon as I'm finished with the town center, I'll be coming back to the church, and I'll show you how the windows work.
