I shall enter the above and add 1 to Dex from the 4th level ability increase. It's still below 13 average but I don't think he's hopeless by any means.

I think he means that his character's ability scores average at below 13.

BTW, does he keep saying "be seeing you" to everyone he meets and does he have nightmares about being chased by big pink bubble things?

They don't average at below 13, as they total 81/6 = 13.5
