I can see that being good for quick lizard or dragon skins.... or a variation for fur cloaks....

That's still the "hard" way of doing it. Easiest way of doing a texturing stamp is just to nick a pattern from your surroundings.
Sandpaper on putty that has been halfcured (just pressing it against to leave a pattern) is one simple and effective texture for instance for your rough material capes and coats.

When you can do that, it's great.  That of course requires you being able to find the right texture in the first place! I do have a piece of dried orange peel in my toolbox that I have used on occasion.

Not my idea I'm afraid but Bob Olleys (I think...). I think I consider him the master of varied textures out there. Stamps, scrud*ing you name it. He uses all the tricks available to great effect.
